After you have set up your group it's been running for a while, other people might hear about it and wish to join. If you feel the group is becoming too large to manage effectively, it may be time to set up another. When this happens, you should speak with the membership and discuss whether or not they agree - if so, hold a vote to elect a new Guide and decide which members will go to the new group.
If there are more groups in your area, you may want to reach out to organise things like bulk discounts on orders, tournaments and larger outings. The Society will be happy to help to facilitate communications where needed. Eventually there may be regional conferences of Guides to decide various matters, but the general structure of the Society will remain loose and decentralised.
The most important thing is to have fun!
